Mr. Kaplan is a partner with McGuireWoods LLP, and also leads McGuireWoods Consulting LLC's Raleigh office. For the consulting group, he serves as a senior vice president in the state government relations group and focuses his practice on government relations, infrastructure and economic development, and regulatory matters.

Kaplan represents a diverse group of clients in many industries on a wide range of issues including health and property and casualty insurance, pharmaceuticals, transportation, construction, education and the environment. He has extensive experience representing those clients at the legislature and before state agencies, boards and commissions.
He also edits North Carolina Legislative HealthWatch, a web-based newsletter reporting on state health care policy including summaries of key bills and committee testimony, meeting updates and targeted legislative tracking on health insurance, managed care, medical malpractice and pharmaceutical issues. North Carolina Legislative HealthWatch is published by the Insider State Government News Service, which is owned by The News & Observer Publishing Company.
Kaplan previously ran his own legal and lobbying practice in Raleigh for more than a decade. He has been recognized consistently over the course of his career as one of the top lobbyists at the North Carolina General Assembly, including being regularly voted to the North Carolina Center for Public Policy Research’s annual list of "The 50 Most Influential Lobbyists."
