Terry Haines

Terry has been a senior public policy maker in both Congress and the Executive Branch. He was chief counsel and staff director of the U.S. House of Representatives' Committee on Financial Services under Chairman Michael G. Oxley. He spearheaded the enactment of many landmark laws including Sarbanes-Oxley, the USA PATRIOT Act and the federal terrorism insurance backstop. He was the chief congressional investigator in matters including Enron/Andersen, WorldCom, and Wall Street IPO practices.

Terry also served as Chief of Staff to the Chairman of the Federal Communications Commission during the George H.W. Bush Administration, where he helped develop the FCC’s deregulatory policy agenda and served as the White House liaison. He was also senior Republican counsel to the House Energy and Commerce Committee and served as chief advisor on the subcommittee that oversaw securities and telecommunications issues.

His private sector experience includes service as a shareholder and director of federal government relations in the Washington, D.C. office of Buchanan Ingersoll & Rooney PC; a partner in two boutique government relations firms in Washington; and chief legal officer and counsel for the eastern division of Tele-Communications, Inc., then the nation's largest cable company.

Terry is listed in Who’s Who in American Law, Who’s Who in Finance and Business, and Who’s Who in America.

He received his B.A. degree from Oberlin College and his J.D. degree from the Vermont Law School. Terry is admitted to the bar in the Commonwealth of Pennsylvania and the U.S. District Court for the Western District of Pennsylvania.
